Summary

This study evaluates CAHOOTS, a mobile crisis response program, using difference-in-differences analysis. Results indicate that CAHOOTS directly substitutes for police responses in 18% of cases, with a prevention-adjusted diversion rate of 23%. The findings suggest that mobile crisis programs can reduce police call volumes through substitution and potential prevention.
